The Trainer: George K. Chan, P.E., CPESC, LEED AP, ToR is approved by CASQA as a Trainer of Record for providing QSP and QSD training that meets the requirements of Construction General Permit Order 2009- 0009-DWQ
Regulatory Background: On July 1, 2010, the State Water Resources Control Board voted to make the revised general permit (CGP, Order 2009-0009-DWQ) that regulates water quality at construction sites throughout the State (excepting the Lake Tahoe region) effective. The new CGP governs all construction sites one acre and larger, linear (utility) projects, and sites that are less than one acre and are part of a common development plan. Section VII B 1 requires that all SWPPPs to be written, amended and certified by a Qualified SWPP Developer (QSD) and Section VII B 3 of the Order requires that by September 1, 2011, actual in-field work for implementing the new CGP to be conducted by persons with a QSP or QSD certification.
In order to become a QSD or QSP, you must attend a state-sponsored and approved training course and pass the examination, which is offered and proctored by the State and Regional Water Boards.
